ADGM Licensing & Compliance Services
a jurisdiction that understands what you build, and a regulator built to supervise it.
ADGM & Abu Dhabi
Abu Dhabi Came Up. Are You Ready?
We went to Dubai first,” she said, setting down her coffee on the table at an Al Maryah Island meeting room she’d just signed for. “But our investors kept asking: why aren’t you in Abu Dhabi?
It’s a question more founders are hearing. The sovereign wealth funds are here. The family offices are here. The institutional capital that moves at scale, that writes nine-figure cheques into regulated digital asset businesses, it’s concentrated in Abu Dhabi. And it increasingly expects its counterparties to hold an ADGM Financial Services Permission.
Her FSRA application was six months behind where it should have been. Not because the business wasn’t ready. Because nobody had mapped the path clearly enough at the start.
“Where do we begin?”
That’s exactly where we start.
ADGM: Abu Dhabi's Entire Financial Ecosystem.
ADGM's International Financial Centre extends across Al Maryah Island and Al Reem Island, covering a total area of 14.38 million sqm, making it one of the largest financial districts in the world. It is also the largest IFC in the Middle East and Africa by number of active licences, connecting the economies of the Middle East, Africa, and South Asia with global markets.
The only jurisdiction in the region to directly apply the trusted legal system of English Common Law, that single fact reshapes how institutional counterparties, international investors, and global banks assess your credibility. You are not operating under an adapted local framework. You are operating under the same legal foundation that governs London, Singapore, and the world’s most established financial centres.
Since 2018, ADGM has been at the forefront of digital asset regulation, one of the first jurisdictions globally to introduce a comprehensive and tailored framework for Virtual Assets. The FSRA has continued to evolve that framework faster than most regulators globally, with substantive updates in 2023, 2024, and 2025.

Built for Scale.
ADGM is home to international and regional banks, asset managers, wealth managers, fintechs, and capital market participants — all benefiting from a future-led regulatory approach and the certainty of English common law. The FSRA's ecosystem spans five key business areas, each with its own regulatory pathway, capital requirements, and opportunity set.
Banking & Money Services
Ideal infrastructure for banking firms, benefitting from ADGM's strategic location, progressive regulatory frameworks, and direct application of English common law.
Capital Markets
An enhanced framework covering virtual assets and sustainable finance. Firms leverage ADGM's transparency, governance, and oversight to unlock new growth opportunities.
Wealth & Asset Management
Abu Dhabi holds one of the highest concentrations of personal and family wealth in the region, making ADGM the natural base for private banking and wealth management entities.
FinTech
FinTechs in ADGM benefit from the ADGM Reg Lab — a controlled sandbox to develop and test solutions — and the ADGM Digital Lab, a virtual environment for collaborating with financial participants.
Digital Assets
Abu Dhabi is fast becoming a destination of choice for global players leading the development of digital assets. Firms establish within ADGM to benefit from its supportive ecosystem, globally recognised regulatory standards, and English common-law jurisdiction.
ADGM Digital Asset Framework
Four Categories. Every Digital Asset Activity ADGM Regulates.
Not all digital asset businesses carry the same regulatory profile, and the FSRA doesn't treat them that way. Knowing which category governs your business shapes everything from your legal structure to your day-one reporting requirements.

We don't explain blockchain to our advisors. They built it.
Most consultancies send lawyers to review your tokenisation architecture. We send people who designed them.
Our team includes CTOs, blockchain architects, and technical product managers alongside regulatory specialists and legal counsel. When the FSRA asks about your Digital Settlement Facility, your custody key management, or your RWA structure, we already speak that language. You describe your system once. We take it from there.
